The South Central Oklahoma Workforce Investment Board, Inc. was established under the Workforce Investment Act of 1998--the Federal employment and training legislation. SCOWIB is one of 12 workforce investment boards in the State. SCOWIB is at the forefront of efforts to improve the economy of South Central Oklahoma. This business-led board is charged with providing strategic policy, planning, and oversight for local workforce development programs and addressing workforce and economic development issues. SCOWIB’s members are nominated by area chambers of commerce (or other appropriate entities) and officially appointed by the area’s Chief Local Elected Official, selected by the county commissioners of the eight counties which comprise the South Central Oklahoma Workforce Investment Area: Caddo, Comanche, Cotton, Grady, Jefferson, McClain, Stephens, and Tillman Counties. A majority of SCOWIB members come from the business sector. SCOWIB’s president and vice president are elected by the members and they must represent the business sector. SCOWIB's own Strategic Plan, approved on February 9, 2006, is aligned with the Governor's vision to align all workforce development and economic development efforts to create more and better wealth for Oklahoma and its citizens. The plan, intended to be a broad, policy oriented document and locally focused, serves as the blueprint to achieve this same vision for the South Central Oklahoma Workforce Investment Area and its citizens. The South Central Oklahoma Workforce Investment Area's (SCOWIA's) two-year comprehensive strategic plan was prepared by the South Central Oklahoma Workforce Investment Board. It was approved by the Oklahoma Employment Security Commission on June 28, 2006. The plan for the area is consistent with the Governor’s vision to align workforce development and economic development resources in pursuit of greater wealth for OklahomaSCOWIB meets four times per year and the meetings are open to the public.
